Anyone who is paid (or otherwise rewarded) for providing day-care (for more than 2 hours a day) for children under the age of 8 needs to register with the appropriate government body. In England and Wales this is Ofsted, in Scotland the registration body is the Care Commission. Nannies do not need to register.
Even if you are not obliged to register you may choose to do so since there are benefits. The penalties for not registering when you should are significant. Check out the relevant website for details.
